Enable User Access to HR Notepad

Hi All,
Can anyone suggest me how we can restrict the usage of HR Notepad Access just like the one on PS_JOB, Work Location Tab, near Payroll Status field. Is there any general User Setting to do this?
Kindly suggest how to enable and disable the HR Notepad Access.
