When plotting data in charts ,how to show the data values at each point ?

Hi,
There is a chart method SetDataHints() in peoplesoft which shows the values of the charts plotted.But these pop-up menu appears when the cursor hovers over any data value.I want that this data values should be displayed as soon as the data is plotted.Is there any way to do this.

I have attatched the DataHint example and what i want.
